The DCSD Chief Human Resources Officer, Brian Cesare, has tendered his resignation effective November 3. Mr. Cesare implemented the “market-based” salary bands that paid teachers differently according to the subject or grade they taught, fostering the notion that some teachers were worth more than others simply because of the grade they teach, rather than their experience, education, or abilities. We believe all teachers are important and should be paid accordingly. Mr. Cesare did no research to determine the salary bands, nor does he have any documentation to justify his methods. Not surprisingly, teacher turnover has nearly doubled during his tenure in DCSD. As turnover increased, he presented misleading information to the board, downplaying the turnover significance. DCP is pleased with the news of his departure, as the district now has an opportunity to reverse his destructive “market-based” pay system and start retaining teachers again. While many of the problems in DCSD won’t be resolved until new board directors are elected next year, this is a step in the right direction.
